PARLIAMENTARY QUESTION BY MR JAMES JOHNSON MP

1.

Mr James Johnson has tabled a Question for Written Answer

on 17 October to ask the Secretary of State what communication

he has had with the Governor of Hong Kong regarding the matter

of corruption by public servants in that Colony; and whether

he will institute an anti-corruption squad independent of the

local police force.

We consulted the Governor of Hong Kong (FCO telegram No 998)

suggesting that the Reply to Mr Johnson should coincide with his

own announcement of the new Anti-Corruption Commission. The

Governor agreed and we have now received the text of what he

proposes to say in his speech at the Opening of Legislative

Flag B2 Council tomorrow, 17 October (Hong Kong telegram No 1178, paras

3. I attach a draft Reply to Mr Johnson's Question. The
