Revision of Disciplinary Procedure

I attach for your approval the attached draft Colonial Regulations. These are substantially the same as those which were approved in principle in your Saving No. 581 of 27th September, 1968. Such amendments as are proposed to the draft Colonial Regulations attached to. that Saving are indicated on the attached draft.

I also forward for your approval regulations made by the Governor under sections 57, 58 and 66 of the proposed new Colonial Regulations. These were discussed by your legal advisers and my Attorney General earlier thin year. They almo require your approval.

Both sets of Regulations have been agreed to by the three Staff Associations represented on the Senior Civil Servic Council, except that the Hong Kong Chinese Civil Servants Association wishes to confer a right of legal representation on officers where conduct is under investigation. pointed out that there is no right to be legally represented under Entnoode, the provisions of which are, in substance, reproduced in draft regulation 8(3), gave that this enables the Governor to authorize persons other than another public officer to represent an officer.
