Sir Lurray ended by saying that the meeting had

been useful from his point of view and he now felt that

Hong Kong could do the things they needed, which would

also be sustainable under Colonial Regulations.

He

ask d that the FCO should carry out an urgent study of

Blair-Kerr's recom...endations, against the background of

a bias in favour where possible of doing what Blair-Kerr

recommends, or at least of going some way towards meeting

his requirements. It was agreed that this would be

done and the results sent to the Governor within about

10 days.
