PARLIAMENTARY QUESTION BY MR JAMS JOHNSON: CORRUPTION

Mr Johnson has tabled the attached Question for Written Answer on 17 October, asking what discussions the Secretary of State has had with the Governor on the problem of corruption and whether an independent anti-corruption unit is to be established.

In his personal telegram to Kr Prendergast in Malta dated 26 September, the Governor indicates that his announcement of the new Anti-Corruption Unit may not take place until 20 October. However, he may be intending to announce this during the course of his speech at the Opening of the Legislative Council Session on 17 October. (see paragraph 24 of Hong Kong Telegram No 938).

I attach a draft telegram to Hong Kong informing the Governor of the PQ and suggesting the lines of a suitable reply. Judging from the Governor's telegram to Malta (last paragraph), these telegrams are still being given a very limited distribution in Hong Kong and I have therefore added a prefix to the draft telegram that there should be no distribution without the authority of Mr Clinton.
