THE BLAIR-KERR REPORT

1. Since drafting the minute below I have received a telegram from the Governor asking for urgent comments before the report goes to ExCo.

2. I have therefore hurriedly tried my hand at a telegram of comments on the report.

I attach a copy. If we can agree this this afternoon it could go Saving over the weekend. If not I will have to send a telegram telling the Governor when he may expect it.

3. May I solicit your urgent consideration and comments? Only the first part of the draft will be of interest to Mr Champion.
