1. Mr Tam Dalyell MP has written to Mr Royle asking for

information on what action we are taking following recent

allegations of corruption in Hong Kong.

2. I fear we can give few hard facts to Mr Dalyell about

the detailed measures that are being taken to eradicate

corruption. We cannot disclose the proposals contained in

the second Blair-Kerr report, which has not yet been

published. We therefore cannot tell him about the proposed

amendments to the Colonial Regulations or give details of

proposed changes in the Anti-Corruption Office.

3. I accordingly attach a draft reply from Mr Amery, in

Mr Royle's absence, in general terms.
