I have delayed answering your full and helpful letter of 13th August about corruption in Hc Kong and Alan Ellis until I got back from holiday.

First let me say, that I note with great interest that Alan Ellis is now your constituent and I am very happy to leave him to you! I accepted at the time the case made by the authorities that he was temperamentally unsuited to a police carcer. At the same time, it was only reluctantly that I accepted the other assurances about the limited nature of police corruption. However, you now have all this well in hand and I am entirely content to leave it to you.
