including an obligation to inform an officer of the reasons
for his retirement and giving him an opportunity to make
representations.
4. The Governor has told us that he wants to put the whole
question to Executive Council on 9 October. We have therefore
had to deal with the whole complex of questions very quickly.
I would not normally wish to do this, and it is a pity that
we have not been able to consult Mr Royle. But clearly the
degree of public interest in Hong Kong and in this country
does require the Governor to act fast, and we must do our best
to make it possible for him to do so.
5. If we are to get our comments to Mr Roberts in time for
an Executive Council meeting on 9 October we must send them
off before this weekend. I would therefore be very grateful
for your early agreement.
