ANTI-COMINU. TION MEASURES IN HONG KONG
As you will appreciate there has been considerable activity in recent weeks both in the FCO and in Hong Kong in examining anti- corruption measures in Hong Kong as a result of the Godber case.

The second report of the Commission of Enquiry conducted by Mr Justice Blair-Kerr has just been published and it contains extensive recommendations for tightening the law and practice in Hong Kong on the subject of corruption.
3. I have been informed by the Acting Governor that following upon this report it is likely that Executive Council in Hong Kong will be asked in the near future to approve the establishment of an anti-corruption organisation which is separate from the folice Force.
The Acting Governor has also asked me to approach you on a strictly personal and confidential basis asking if you would agree in principle to the secondment (presumably under the Overseas Service Act) of two ex erienced Metropolitan folice officers preferably of a reasonably senior rank to assist in the establish- ment and operation of the unit. It is suggested that it would be necessary for the secondment to extend up to a period of 2-3 years for their services to be fully effective. It is hoped that if you were agreeable they could be made available to the Hong Kong Government by the end of this year.
5. The structure of the new anti-corruption unit has not yet been settled and it is likely to have to await the return of the Governor, Sir hurray MacLehose, who is due back in Hong Kong later this month, but it is likely that it will be under an independent Director and will contain some serving Hong Kong Folice officers.
