change in the law takes effect and so he can be expected to try to leave the country. It seems to them highly questionable whether it would be right to prevent him leaving the country at a time when he has not been charged with any offence that is a relevant offence under the Act and there is no evidence of his. having committed such an offence. On the other hand, if he were to disappear again, there would undoubtedly be an outcry in Hong Kong and damaging allegations that HMG had condoned his escape.
