1. Mr Albert Murray, on behalf of the Leader of the Opposition,

has written to the Private Secretary, enclosing a copy of a letter,

addressed to the Prime Minister by the Hong Kong Federation of

Students, about the Godber case.

2. We referred this matter to Hong Kong in FCO telegram number

745. Hong Kong replied in telegram number 856.

3. I attach a self-explanatory draft reply to Mr Murray, with

which the department's Legal Adviser and the Overseas Police

Adviser agree. The papers were held up for a few days because it

was necessary for the Legal Adviser to look into certain old files

about the Prevention of Bribery Ordinance.

The original letter from the Students Federation to the

Prime Minister has not yet been answered. No 10 passed it to us

to deal with as we thought fit. If the attached draft to

Mr Murray is agreed, I propose to ask Hong Kong to reply on

similar lines to the Federation on the Prime Minister's behalf.
