expertise of the director and the confidence of senior
police in him. It is because Prendergast is such an
effective person and because he would need so little
time to play himself in that Slevin and I prefer him to
an unknown quantity from the Yard. The fact that Slevin
and Richardson are close personal friends of his should
also help. These considerations seem to me to outweigh
his defects.

While it is a pity that we did not find time to
discuss all this before my departure, our minds are
obviously working along the same lines, i.e. that secret
planning for the management of a new unit should proceed
now and not await Blair-Kerr's report with a view to an
announcement in October. Nevertheless it is important to maintain the formal and overt position that the report
must be awaited. This is, not least, because it will
make it easier for Sutliffe to accept. For the same
reason I have not told him of my intention with regard
to Prendergast though I have told him that I believe a
separate A.C.Unit to be a probable sequel to Blair-Kerr's
report. I will speak to him again when I have seen
Blair-Kerr's draft.
