Dear Dick,

The Governor has dictated a reply to Sir Hugh Norman Walker's telegram No.240. I attach a copy of this reply and will be grateful if you would arrange to have it sent to Hong Kong.
Sir Murray has asked that a copy of Hong Kong's telegram No.240 and a copy of his reply should be sent to Mr. Royle for his information.
Will you also send a copy of Sir Murray's telegram to him for record purposes; he appeared
to be quite satisfied with the method of despatch which I used when I sent him a copy of telegram No.240 i.e. a sealed envelope marked "personal" inside an ordinary envelope sent by first-class mail.
