Mrs Elsie Elliott wrote to Mr Harold Wilson on 29 June sending him the text of an article she was writing for a local weekly newspaper alleging corruption in the Resettlement Department. Mr Wilson's Office has forwarded the letter to Sir Alec Douglas Home's Private Secretary for comments. We have been asked to draft a reply.

Although we have in the past had many letters from Mrs Elliott on corruption in Hong Kong, we cannot trace anything on our files about this particular allegation. I am therefore enclosing a copy of the correspondence and should be grateful for your advice on a suitable reply.
3. As the letter is from Mr Wilson's Office it would be much appreciated if you could let us have a reply by the end of August, if necessary by telegram.
