You wrote to me on 10 August forwarding a letter which Mr. Wilson has received from Mrs. Elsie Elliott, a member of the Urban Council in Hong Kong, dated 29 June.

Mrs. Elliott's letter alleges corruption in the Resettlement Department in Hong Kong. We have therefore been obliged to refer the matter to the Governor to obtain information on the specific case she raises. I will write to you again as soon as we receive a reply from Hong Kong.
