CALL ON MR AMERY BY MR JAMES JOHNSON, MP
1.
You told me that Mr James Johnson, MP, would be calling on
Mr Amery at 3 pm on 9 August in connection with the Godber case.
I will attend. Mr Amery will by now have seen my earlier
submission to Mr Grattan, which sets out the full background to
the case.
2. Mr Amery will wish to know that for several years.
ex-Inspector Alan Ellis, who I understand is in touch with
Mr Johnson, has been campaigning for the appointment of a UK
Commission of Enquiry into corruption in the Hong Kong Police.
Mr Ellis used to be a Probationary Inspector in the Hong Kong
Police Force but his appointment was not confirmed on account of
temperamental unsuitability. He has alleged that the real reason
was that he would not become a party to corruption in the Force.
Mr Ellis's request for a UK enquiry has been turned down several
times. Local enquiries have been held, but he has said he does
not consider them adequate.
3. The Rt Hon Patrick Jenkin, MP, has also written to Mr Royle
about this. A reply is being submitted separately.
4. I suggest that in conversation with Mr Johnson Mr Amery
should listen to what he has to say, but avoid making any commit-
ments. In view of the delicacy of the case it might be wise, as
