5. The Governor has also accepted the Report's two other

recommendations: that consideration should be given to the

desirability of introducing legislation for the surrender of

travel documents; and to the question of security arrange-

ments at Kai Tak airport. The Governor has indicated that,

although the desirability of legislation about the surrender

of travel documents will be considered, it may not be necessary.

The department's Legal Adviser thinks Hong Kong would be well

advised to pass such legislation since even without sub section

10(2), there is still nothing to prevent the Attorney General

from obtaining an explanation from an official under suspicion;

but he might be inhibited from doing so if he were unable to

impound the suspect's passport.

6. I recommend that we should now accept the Governor's

decisions.
