The Council considered memorandum XCS(73)7.

The Council ADVISED and the Governor ORDERED:

that the report of the Commission of Inquiry should be published in full at a convenient time subject to consideration being given to the deletion, by agreement with Sir Alastair BLAIR-KERR, of any passages which it might be determined would either prejudice the prosecution of Mr Godber or facilitate evasion of the Prevention of Bribery Ordinance (Chapter 86), and (in the case of one paragraph only) which might be misunderstood. Publication of the report should be accompanied by a statement by the Government putting the report in perspective and confirming the Government's acceptance of the recommendations. It was noted that acceptance of the second recommendation committed the Government only to consider the proposed legislation. Farly action should be taken to amend the Prevention of Bribery Ordinance as recommended.
