LETTER TO MR ROYLE FROM MRS ELSIE ELLIOTT
1. I spoke to Mr Davies about the letter Mr Royle has received from Mrs Elsie Elliott, a member of the Urban Council in Hong Kong, following the case of Superintendent Godber.
2. We agreed that it would not be appropriate for Mr Royle to reply personally to Mrs Elliott and that it would only enrage Mrs Elliott if we followed the normal pattern in such cases of asking the Governor to reply to her letter. Mrs Elliott's letter does not in fact call for a reply. is also very possibly actionable, or would be if published. In these circumstances a bare acknowledgement from the Private Secretary is appropriate. I attach a draft.
3. If the above is agreed I propose to send a copy of Mrs Elliott's letter to the Colonial Secretary for infor- mation but no action.
