We note incidentally from report in South China Morning Post

of 12 July that police officer surrendered his passport after

proceedings before magistrate under Section 18 of Prevention of

Bribery Ordinance.

4. It appears to us therefore that the existing machinery may be

adequate, and indeed preferable. We should be grateful if you

would give this further consideration and defer the adoption of

the amendment while you do so.
