I have shown the Solicitor-General your letter of 16 July. When the Attorney-General advised, in September 1970, that he would not be able to justify Section 10 of the Hong Kong Prevention of Bribery Bill, that Section did not contain sub-sections (2) and (4). The addition of these sub-sections does not, however, in the Solicitor-General's view dispose of the objections of legal principle. The Solicitor-General does not therefore dissent from the conclusion contained in paragraph 2 of your telegram 689 to Hong Kong, which is based on political grounds.
