1. As you know, The Guardian newspaper carried an article on 28 liarch. in which it referred to the case of Fr Alan Lllis, an ex-Inspector in the Hong Kong Iolice Force. He has also sent a telegram to the Secretary of State.

2. I attach a draft submission, with, Background Note, which sets out briefly the history of Mr Ellis's case.
