Mr Royle has asked to be reminded of the background to

the case of Mr Alan Ellis, ex-Inspector in the Royal Hong Kong

Police Force, as he may wish to speak privately to Mr James

Johnson MP about this. Mr Ellis is a constituent of Mr Royle's.]

Mr Royle replied on 28 March to Mr Johnson's PQ about the

institution of an inquiry into corruption in the Hong Kong

Government Service. Mr Ellis has used the opportunity of

Mr Johnson's PQ to resurrect his accusations of corruption and

maladministration in Hong Kong (see The Guardian of 28 March).

3. Mr Ellis has also sent a telegram to the Secretary of State

supporting Mr Johnson's request for a public inquiry. We do not

propose to reply.

4. Mr Royle last wrote to Mr Ellis on 5 April 1972 reaffirming

his decision not to intervene.

Mr Ellis's probationary appointment in the Hong Kong Police

was terminated in 1963 on the grounds of his temperamental

unsuitability. Since then he has made frequent representations

to MPs and Ministers and his case has been carefully reconsidered

on several occasions. Each time we concluded and he was told

that the original decision appeared to be the right one and that

we could not intervene. His original complaints against the

Hong Kong Folice were based on maladministration, but he can

hardly have any knowledge of present day conditions on which

Mr Johnson's question is founded.
