Mr Ellis will be calling to see Mr Royle at noon on 5 April.

In his submission of 30 March (attached) Mr Stuart gave the

background to the Ellis case. Mr Ellis has now written to Mr Royle

to "outline matters I feel it would be useful to discuss" and has

enclosed a somewhat sensational article published by the China Mail.

2. The detailed background paper referred to by Mr Stuart in

previous paragraph 6 of his submission of 30 March covers the general sub- mission

accusations levelled against the Hong Kong Government in Mr Ellis'

latest letter, except on one point. Mr Ellis mentions in the last

paragraph of page 2 of his letter that the original of a statement

he made in 1963 was "interfered with". Mr Ellis wrote to Mr Royle

about this on 27 June 1971. The Hong Kong Government were asked

to investigate. On the basis of their reply Mr Royle wrote to

Mr Ellis on 8 October 1971 saying that the original hand-written

statement could not be found, and was presumed to have been

destroyed. The Commissioner of Police in Hong Kong was, however,

completely satisfied that the typed copy of his statement on the

inquiry file was a true copy.

3. Mr Ellis will probably continue to demand that there should

be some UK inquiry into the conduct of the Hong Kong Folice Force.

Mr Royle may like to say that the Inspector General of Colonial

Police does carry out routine inspections. Mr Macoun last did

so in Hong Kong in December, when he spent 10 days with the Force

(including the Anti-Corruption Branch) and produced a full report.

His inspection did not suggest any need for further investigations

from the UK.
