Dear Mr Royle

Thank you for the time you gave to me yesterday at your office, initially in your role as my Member and finally in your ministerial cap.

I regret that you appear to accept the assurances general of the Hongkong Government rather than act on a critical examination of their conduct of their duties from people who have telling experience of this from subordinate positions.

While I maintain in common with others that the problem of organised graft in the Colony will not begin to be solved and public confidence will not exist until an externally-appointed commission of inquiry examines all aspects of corruption and maladministration in the Colony, I was pleased to learn from you that you are to ask Inspector-General of Colonial Police Mr Michael J. Macoun to review my own case.

To him may I offer all the assistance that he should require from me. I am able to attend him most times and am prepared to let him have sight of any documents that may not be on file in London and are crucial to the issue, and to at all times supply further information, detail or explanation where the documents do not contain the evidence which they ought to.

I am glad that Mr Crowson noted your agreement to my request that the Inspector-General should examine how it could be that two police-conducted "inquiries" which by their conduct suppressed evidence can possibly be regarded as "full" inquiries. If the Hongkong Government is subject to any published Colonial or other Regulations which are not in keeping with common sense and require that inquiries into allegations against it should exclude witnesses, prevent officers making statements they wish to make and interfere with statements where attempts are made to make them, I will be interested to know of it.
