Although I agree that Mr Ellis' latest effusion does not call for a reply, you will note that in para 2 of (28) he has the effrontery to ask Mr Royle to explain how I considered the enquiries of 1963 and 1965 were adequate. I suggest that this be ignored and that we leave Mr Ellis to take the initiative in seeking an appointment with me. I do not think we should stimulate any further move by Mr Ellis who is becoming a bore.

Incidentally, Mr Dawson, Deputy Commissioner of Police (Operations), Royal Hong Kong Folice, who is here on a visit, revealed considerable detail on Mr Ellis' total unsuitability as a police officer when he called here yesterday. I suggest we should treat Mr Ellis for what he is a self-appointed arbiter on the affairs of the Hong Kong Folice who is labouring under a chronic grudge of some ten years vintage and who obtains second-hand material from apparently equally disgruntled and unathoritative sources in Hong Kong.
