DEATH SENTENCE PASSED ON LAM PO

On 15th August 1973 LAM Po was convicted of the murder of LI Pui-kuen and was sentenced to death. His application for leave to appeal against his conviction was dismissed by the Full Court on 28th September 1973.

The following papers concerning this case have already been distributed to Honourable Members:

(a) note by Attorney General;
(b) Police antecedent statement;
(c) social enquiry report;
(d) Full Court judgment;
(e) report to the Governor by Mr Justice Trainor.
Annexed to this memorandum are a petition for clemency submitted by Lam and a report by the Director of Home Affairs.

Honourable Members will be asked to advise whether the law should take its course or whether the sentence passed on LAM Po should be commuted. (If His Excellency decides that the sentence should be commuted, Honourable Members will be asked to advise on the sentence of imprisonment which should be substituted for the death sentence).
