We have received the ExCo memorandum on the death sentence passed on Mohabbat Hussain - see folio 192.

2. The Governor has telegraphed (folio 190) saying that he is satisfied there are good grounds for commutation of sentace. The trial judge, Mr Leonard, also considered that this was a case in which clemency could be shown (second paragraph, page 6 of Annex A at folio 192).
