DEATH SENTENCES IN HONG KONG

In my submission dated 4 June I said it was

most unlikely that the Governor would not grant a

reprieve in the case of Chan Kam-wah. This was the

case where the accused voluntarily returned from

Indonesia to give himself up to the Hong Kong police,

and did not himself strike the fatal blow. The

person who did had previously only been convicted of

manslaughter.

2. The Governo also sent us recently the papers

of another potentially difficult case, that of

Yeung Pui-yan.

Yeung was sentenced to death for the

murder of a fellow prisoner.

3. We have now heard that the Governor has

exercised his powers of clemency and has commuted

the death sentences on Chan Kam-wah and Yeung Fui-yan

to 12 years and 25 years imprisonment respectively.
