Reference your minute of 24 July, to Mr Crowson,

the Secretary of State may care to read the submission of

5 20 July below, and the two letters which, with Mr Royle's

agreement, I have now sent to the Governor.

There has been a bit of delay, I am afraid, in

informing the Governor of the upshot of the DOPC Meeting; 153) but the submission came forward (and our telegram No 718 was

sent to the Governor) within a week of the Department

receiving the record of that meeting.

Mr Roberts

I imagine that it was probably Mr Roberts' recent

return to Hong Kong and his report to the Governor of

discussions here in the Office which stimulated the

Governor to send his telegrams Nos 788 and 789.

however visited the Office as long ago as the early part

of June, and the talks on the problems arising from the Tsoi case which he had with the Department and Legal Advisers

took place well before the matter was put to DOPC.

unfortunate that his arrival there should just have

anticipated our notification to the Governor of the

Ministerial decision.
