Could we please discuss the next step. need to reply to Sir Hugh Norman-Walker to the questions raised in the Governor's telegram No. 840. Although we can answer the subsidiary questions i.e. paragraph 6 (B) and (C) of Telegram No. 840 on the lines suggested in our brief for Mr Royle's talks with the Governor, I do not see that we can answer the main question (paragraph 6A) until the Secretary of State has again consulted his colleagues.

I think the Secretary of State will have to consult DOPC again in the light of the knowledge that there is another potential 'TSOI' situation coming up in October November, but the Committee does not meet again until September 13th. The Secretary of State will also wish to discuss this with the Governor on 11 September.

We have also received the figures and analysis requested by the DOPC This could ei ther be circulated as a Memorandum for information to members of DOPC,, or attached as an annexe to a paper, if the Secretary of State decides to consult his colleagues again.
