DEATH PENALTY IN HONG KONG

The ball is still in the Governor's court. We await a reply to FCO telegram No 483 of 17 May, which crossed with the Governor's telegram No 544. We have asked for the Governor's advice on the time-scale for a decision on future policy and on the various options which may be open to us.

Mr Stuart returns to the office on Tuesday, when we shall be discussing a submission to the Secretary of State on the next step. I think we should now send a telegram to the Governor asking if he could let us have his views by early next week. I attach a draft.
