own minds on the next step in the question of the death penalty.

The difficulty is that we risk misunderstandings in Hong Kong

if we probe too speculatively.

I attach suggested talking points

designed to avoid this difficulty.

Subsidiary questions which Sir Y K Kan may raise are the

possibility of long term multiple re-entry permits to the UK

for prominent Hong Kong citizens. This is still being examined

by the Home Office. He may also ask about recent drug cases in

the UK involving Hong Kong Chinese. I have, at his request,

sent details of these cases to Hong Kong with a visiting Home

Office narcotics expert.

6. Sir Y K Kan will also be seeing the Secretary of State at

10 am on 6 June. A separate copy of this brief has been submitted

for use then.
