Miss Kelly wrote to you on 10 May, in reply to your letter of 6 May, about the death sentence passed in Hong Kong on Mr Tsoi Kwok-cheong. On 12 May, you wrote to HM The Queen on the matter. Her Private Secretary has passed your letter on to .

As I expect you will now know, the Foreign and Commonwealth Secretary did recommend Her Majesty to grant a conditional pardon to Mr Tsoi, commuting the sentence of death to one of life imprisonment. Pardon.
