1. Mr James Lamond MP has written to the Secretary of State
about Tsoi Kwok-cheong. Mr Royle has undertaken to reply.

Mr Lamond's continuing concern is to undermine the British
in Hong Kong and indeed elsewhere. His interest is therefore
likely to be different from that of Mr Harold Wilson and
Mr Ivor Richard, to whom the Secretary of State has recently
written. It might be better to postpone a substantive reply
to Mr Lamond until after the House has debated the question
of the death penalty in Northern Ireland.
3. I therefore recommend that Mr Royle's Private Secretary
should send a formal acknowledgement to Mr Lamond this week,
to be followed, after the debate on Northern Ireland, by a
letter from Mr Royle on the lines of the attached draft.
