Death Sentence in Hong Kong

The Prime Minister saw the Secretary of State's minute of 10 May on this subject before leaving for Scotland this morning. He has written the following on the minute:

"I really do not believe we can have a test of public opinion in Hong Kong. It could produce a major conflict with H.M.G. and Parliament: and lead to loud demands for a referendum on

capital punishment here.
