The Council of Justice, The British Section of the International Commission of Jurists, considered at its meeting last night representations made to us by our Hong Kong branch regarding the decision to execute Tsoi Kwock-Cheong. We also had before us a copy of the letter signed by the two Bishops and a number of leading lawyers, and an account of the circumstances of the murder committed by Tsoi.
I have been asked by the Council to convey to you our strong support of the pleas for clemency. We regard it as wholly undesirable that a change of policy should be introduced after a lapse of seven years and without warning.
