done as soon as possible, accepting the risks of adverse
reaction in the Colony thereby involved.
6. The Secretary of State's decision and the points in
paragraphs 3 to 5 above have wider ramifications in respect
of other dependent territories which retain the death penalty.
These are considered in the attached Note.
