The Secretary of State wrote to, Ivor

Richard, 2C, MP, on 4 May about the death

sentence passed in Hong Kong on in Tsoi Kwok-

cheong.

2.

The Secretary of State informed Mr

Richard that Tsoi had petitioned The

Queen for the exercise of Her Residual

Prerogative of Mercy, but that he could not

comment at that stage on what his advice to

Her Majesty would be.

I RECOMMEND that the Secretary of State

ould now inform Mr Richard that he has recommended

Her Majesty to grant a conditional pardon

commuting the setnence of death to one of life

imprisonment.
