I have the honour to enclose both an
English and a Chinese version of a petition to Her
Majesty by the condemned prisoner TSOI Kwok-cheong
(my telegram No. 387 of 11th April refers). The
petition was prepared by the counsel who represented
TSOI at the trial and the Chinese version has been
read over to TSOI (who is illiterate) in the presence
of his counsel and has been signed by TSOI as being
correct.

I also attach comments on the petition.
The petition discloses no new facts
which, had they been available to me before I took my
decision, would have persuaded me to decide otherwise
than that the law should take its course.

I mentioned in my telegram that the
putative date for the execution is 25th April.
However,
no actual date has been fixed and no date will be fixed
until I receive your further advice.
