related documents, and has reached the conclusion

that there are no grounds on which he could recommend

Mercy in this case. He therefore advises that a

reply to the petition should be made as follows:

"The petition has been laid/before Her Majesty,

but the Secretary of State for Foreign and

Commonwealth Affairs was/unable to advise

Her Majesty that it should be granted."

The Governor of Hong Kong has undertaken that no

action will be taken to/carry the sentence into effect

until the reply to the/ petition is received. Never-

theless he has asked that the petition should be

handled as expeditiously as the subject and circum-

stances permit. I would therefore be grateful if the

petition could be/laid before The Queen as soon as

possible.
