}. Mr. Creech Jones's Despatch and

Statement is dated 26 years ago and since

1966 no death sentences have been carried

out in Hong Kong.

2. As indicated in paragraph 14 of the

Petition (Flag A) I understand from the

Legal Advisers that the circumstances of

this murder are no worse than those in

which clemency has been granted in the

past.

The crime was not pre-meditated but

resulted from an affray.
