The Secretary of State saw your submission last night together with Mr. Royle's minute and discussed them with Mr. Royle. The Secretary of State then drafted the attached

minute to the Prime Minister which reflects the conclusions of his discussion with Mr. Royle.

2. I should be grateful for any comments on the draft by mid-afternoon so that it can go to No. 10 later today.
