The Secretary of State has seen a copy of Sir Alec Douglas-Home's recent minute to the Prime Minister about this. Mr Whitelaw would like to raise the matter orally at Cabinet this Thursday (3 May) with special reference to the line he should take when moving the new clause to the Northern Ireland (Emergency Provisions) Bill.
