Death Sentence in Dependent Territories

In the Foreign and Commonwealth Secretary's

minute to the Prime Minister of 25 April he promised

a paper on the use of the death sentence in the

dependent territories. I enclose a paper which

describes the extent to which the death sentence still

exists, its use during recent years, the attitudes in

the dependent territories to it and the possible

courses which could be followed to bring to an end

the death sentence throughout the dependent

territories.

The paper does not attempt to make any

recommendations.

I am sending copies of this letter to the

Private Secretaries to the Home Secretary, Secretmy

of State for Northern Ireland, Chief Whip, Lord

President, Secretary of State for Defence,

Attorney General and Sir Burke Tasal.
