Rt Hon Sir Alec Douglas-Home, KT, MP,

Sec of State for Foreign & Commonwealth

Downing Street,

LONDON, SW1.

Dear Sir Alec,

Affairs,

R efJL/FS.

I am writing to express my concern about the case of a convicted murderer in Hong Kong, Tsoi Kwok-cheong, who was sentenced to death in November after he was found guilty of killing Mr Ng Sung-por, an Auxiliary Police recruit.

The Governor has decided not to grant a reprelve, so Hong Kong is likely to have it's first hanging for about seven years.

Quite apart from the paradox of having Capital Funishment in the Crown Colony while there is none he in Britain, it appears that the last hope of Tsoi Kwok-cheong lies in an appeal to the Privy Council to quash his sentence. This will require substantial financial backing, which will be difficult to find. Again it seems very wrong that justice cannot be fully pursued because of lack of money.

I hope that you will investigate this matter so that no injustice arises in Hong Kong.

Yours sincerely,

Janus
