Many thanks for your letter of 20 February about appointments to the ifong Kong Bench.
Both this problem and the question of the appointment and calibre of magistrates in Hong Kong (which we discussed briefly in December) are of course matters which closely concern the Chief Justice of the day. This appointment is itself under consideration since, as you say, Sir Ivo Rigby is due to retire very soon.
I hope that an announcement on this question can be made shortly. I also hope that you will accept this letter as an interim reply until this central question has been settled. I will write to you again as soon as possible thereafter.
