1. I think, having regard to the fact that it was probably Mr Roberts who raised the point with Mr Royle, that the most useful next step would be to take the opportunity of speaking to Mr Roberts (and going through the points in my minute of 17 April with him) when he is next here but before he sees Mr Royle. may be that we will then be able to isolate any particular difficulties in preparation for a discussion with Mr Royle.

2. We could also take the opportunity of having a preliminary word with Mr Roberts about judges. There will be two appointments to be made this year to the High Court bench and this would be a good opportunity, if we can find a man of the right calibre, to appoint someone other than a present member of the Service. like to hear what Mr Roberts says before raising the matter with the new Chief Justice.
