JUDICIAL APPOINTMENTS

In Hong Kong telegram No 668 about the representations from JUSTICE in connection with the new anti-crime legislation, you referred to two additional District Judge appointments. Denys Roberts, and indeed the Governor, told me that these posts were probably to be filled by de Basto and Liu, and we hinted as much to Lord Gardiner in replying to his letter about the new
(I enclose a copy of this letter for ease of reference although it has already been sent to Hong Kong. The draft of it was agreed with Denys.) But Rushford has now had a private letter from the new CJ which suggests that this is not in practice likely to be so.

2. Could you possibly let me know what appointments are in fact planned? If members of the Bar are not to be appointed, we shall have to deal with continuing representations from the Bar and from MPS on the subject. But we are, of course, used to that.
