I have the honour to inform you that at its meeting on 9th May 1973, the Finance Committee of the Legislative Council approved the creation of two additional posts of District Judge in the Judiciary.

Before his departure on leave prior to retirement the former Chief Justice, Sir Ivo Rigby, advised, with the support of Mr. Roberts, that these two additional posts be filled by the appointment of two members of the local Bar, namely, Mr. G. de Basto, Q.C. and Mr. Benjamin LIU Tsz-ming, on agreement terms of service. The present Chief Justice and the acting Attorney General accept this advice as does Sir Murray MacLehose. I, therefore, recommend the appointment of Mr. de Basto and Mr. Liu to be District Judges.

Mr. de Basto, born on 31st December 1924 in London, is 48 years He was educated in Paris, Hong Kong and Australia and obtained his degree of Bachelor of Laws from the University of Sydney in March 1952. He was called to the New South Wales Bar in 1952 and to the English Bar (Lincoln's Inn) in November 1955. He is married with two sons aged 7 and 5 respectively and is holder of an Australian passport. He practised in London from 1955 to 1957. Since 1957, he has practised at the Hong Kong Bar and was appointed a Queen's Counsel in May 1968.

Mr. de Basto is the current Chairman of the Hong Kong Bar Association having also been Chairman for the three consecutive years 1968, 1969 and 1970. He has been acting as a Commissioner of the Supreme Court almost continuously since April 1970, hearing criminal
cases.
